according to mike' logging problem: i had the same behaviour but found another solution: the
problem is not the "apache logging folder".
The reason can be found in the open_basedir-directive. The given error_log-path must be included in
the open_basedir-pathes. otherwise, all errors will be logged via the SAPI logger and get written in
the apache error log.
