Military parlance uses a 24 hour clock and expresses times in terms like "Today 1600
hours" to mean 4:00pm. strtotime() produces a different meaning from this expression.
echo date('c', strtotime('Today 0800')); // 8:00 a.m.
echo date('c', strtotime('Today 0800 hours')); // Today plus 800 hours
