By default, Window Vista and Windows 7 require administrator access to create links. You can change
that in the policy editor.
1. Windows Key + R to pull up the Run box.
2. Type "secpol.msc" into the box and click OK.
3. Navigate into Security Settings \ Local Policies \ User Rights Assignment.
4. Double-click the "Create symbolic links" item.
5. Add the user that PHP is run under, or add the "Everyone" object.
