The table at the top says allow_url_fopen is a PHP_INI_ALL option, which according to http://www.php.net/manual/en/configuration.changes.modes.php
means it can be set anywhere. However, in the details for this functions I read: "This setting
can only be set in php.ini due to security reasons." Doesn't this mean it is actually a
PHP_INI_SYSTEM setting?
