note 98355 added to install.pecl.phpize

Is there a phpize or similar tool available for windows platform? I want to compile a a PHP extension for windows, but the instructions uses phpize. I download the source of PHP, where I found phpize. but is seem it is a bash script that may not work in windows platform.
