That's an interesting issue, and one that'd I'd say is more a problem with either
stream_context_create() or whatever is on the receiving end of the POST, really.
I'd imagine that http_build_query() was made to take into account that in the context of
HTML/XHTML documents, using an ampersand that's not an entity is canonically a violation of
standards (even HTML4.)
