In reply to Drewseph with php4 I also got "hello hello" in your example.
So I doubt the expression values of $a = 'set' in php4 and php5 are different.
Example:

function foo(&$bar) {
$bar = "hello\n";

foo($unset);
echo($unset);
foo($set = "set\n");

Output:
hello
hello
