Sorry, the PHP had a bug and should have been the following:
$dlen = strlen($data);
$pad = 16 - fmod($dlen, 16); //change here
if ($pad > 0) {
$i = (int)$pad;
while ($i > 0) {
$data.=" ";
$i--;
}
}
