note 101527 added to features.commandline.interactive

I rummaged through the internet and the manual so I could get to an interactive shell in a windows environment. I was trying to put the information into a note here, but it's too long. It's a lot of words, but it's not hard to do. I've been keeping some notes on my website, but it's crap, and it's not always on. Maybe someone who knows what they're doing can get this where it needs to be?
