When you want to write out the count to the sitevisitors.txt file the permissions of the file need
to be set to everyone rw. Because new files take on the privileges of the parent folder you may
either need to have the sitevisitors.txt file already created with the correct privileges or you may
need to have a special folder in your web site that has rw enabled for all enclosed files.
