note 101755 added to ini.core

This is a possible solution for a problem which seems to be a php-ini-problem but is not. If a $_POST is used with large fields e.g. textarea's with more than 120kb characters php returns a blank screen, even if the max_post_size is 8M. This problem may be caused by an apache-module SecFilter. Adding the following lines to the .htaccess solves the problem.
