The version 3.0.1 stable of Windows binaries for PHP 5.2.x and 5.3.x can be downloaded from http://dev.freshsite.pl/imagick.html
It works fine with WampServer and PHP 5.3.1 and ImageMagixk 6.6.7.0 Q8. I tested it.
