note 101812 added to install.pecl.windows

I checked phpinfo() and on the entry "Configuration File (php.ini) Path" the result is "no value". What does that mean? I'm trying to install imagick through this tutorial http://valokuva.org/ and I get a htppd.exe error due to CORE_RL_wand_.dll.
