if "upload_tmp_dir" set to directory notacceabled for http process,
php would use for upload default "/tmp" directory. Even if directory exists.
Example:
php.ini:
upload_tmp_dir = /vat/tmp
drwxr-xr-t root wheel /var/tmp
After upload:
HTTP_POST_FILES["file_upload"]
Array
(
[name] => index.html
[type] => text/html
[tmp_name] => /tmp/phpd53640
[size] => 243
)
