note 102095 added to mcrypt.setup

I was trying to find mycrypt dll for ages. It turned out the easiest way if you installed php using the microsoft web installer or the regular php installer was to go to control panel, add/remove programs. find the php one and 'change' and you can go to the extensions and add it. No worries.
