The example in this page is not correct:
$GnuPG = new gnupg();
$PublicData = file_get_contents('public.key');
$PrivateData = file_get_contents('public.key');
the file_get_contents take the same file for 2 times for $PublicData and $PrivateData maybe for
$PrivateData = file_get_contents('private.key');
