note 103968 added to function.socket-accept

@ alan at binarystars dot com 17-Apr-2009 I'm new to socket programming in php, but afaik, the error suppressor operator that you're using before the command will sometimes modify the return value from the failed command; so, try it again without the error suppressor and see if it returns false that way.
