note 104190 added to install.windows.iis7

With reference to Bruce's note on the entry removal from Host, the system does not allow me to do that as it says the file is used. I stopped the IIS Server but still could not. To give you a background, I am new to PHP and after installation of the PHP in IIS (followed the notes from TaZag), when I run the "test.php", it shows " HTTP Error 401.3 - Unauthorized You do not have permission to view this directory or page because of the access control list (ACL) configuration or encryption settings for this resource on the Web server." Bruce Kirkpatrick 28-Oct-2009 05:56 The default installation of Windows Vista, Windows 7 and Windows Server 2008 adds a line to the Windows/System32/drivers/etc/hosts which causes network functions (database connect functions too, like mysql_connect) to timeout when connecting to "localhost". To resolve this problem, remove the entry from the hosts file: ::1 localhost or connect using the IP address, 127.0.0.1 or another domain name. This behavior change is due to IPv6 being enabled by default in Vista or other recent Windows version.
