Note; rawurlencode / urlencode seems useless for filelinks intended to be downloaded as % signs in
filenames dont work. (at least, on Apache servers tested on Chrome and Opera).
They result in a 404.
Not sure of a good workaround, other then to try to swap the % signs then for something else.
