This is probably not a bug, nore proof of any meta filesystem running. My guess would be the
uploaded file would have its file access set to 0600 (u=rw,go=), so it could not be read by the
mysql server (running under a differt uid as your script).
Copy probably applies the normal umask to the file, with as a result permissions something like
0644: readable for anyone and the mysql server.
