It IS possible to set the max_execution_time for the PHP CLI SAPI - just not in php.ini as far as I
can tell. Check out http://serverfault.com/questions/283397/how-do-you-set-max-execution-time-of-phps-cli-component
for information about how this all works, and why it is tricky.
Like @kamazee, it threw me off when I first started playing with it too, but it is not impossible to
change.
