On IIS7 FastCGI PHP >= 5.3.6 IF .ini LOG_ERRORS is ON this function and most PHP runtime
configuration such as DISPLAY_ERRORS etc WILL NOT work.
On Apache everything behave normally and also log the errors.
So we figure it's a PHP bug when running under IIS7 FastCGI.
