VC6 versions of 5.3 works on the Windows 2000 platform as I am currently running Apache 2.2.21/OpenSSL 0.9.8r/PHP(VC6) 5.3.2 without any issues. However, since VC6 versions are no longer being provided, upgrading to a VC9 version (even while using an Apache server from Apache Lounge) will result in the server failing to start as an error is generated when trying to launch PHP from a command prompt: The procedure entry point getaddrinfo could not be located in the dynamic link library WS2_32.dll Testing the configuration file results in the "php5apache2_2.dll could not be found" error. If using Windows 2000 Server, stick to VC6 versions until you upgrade to higher version.
