I have found the 3rd argument is not optional if you wish to determine a timezone from the GMT
offset.
<?php echo timezone_name_from_abbr("", 3600); ?>
will generate a notice with the following explanation "Notice: date_default_timezone_set()
[function.date-default-timezone-set]: Timezone ID '' is invalid in file ..."
Use all 3 parameters and you'll be error free
<?php echo timezone_name_from_abbr("", 3600, 0); ?>
