It's pretty simple, but in case anybody else is having problems getting the exact time they
need because of DST (ex: on a Windows box in an area without DST), you can fix it all in a single
line. Example...

echo "The time is " . date((date("I") ? intval(date("g")) - 1 :
date("g")) . ":i m/d/y") . ".";
?>
