There is a mistaken impression that the maximum difference between UTC and localtime is +/- 12
hours. Right now it is summer here in New Zealand, and we're 13 hours ahead of UTC, and further
east in the Chatham Islands it's UTC+13:45.
Consequently, the range for the "Z" conversion is at least -43200 ... +49500
