From a complete noob, this is how I got my sqlite working. Hope it will help someone like me in
future.
In your document root:
mkdir db
touch test.db
Then...
<?php
$db = new PDO('sqlite:'.$_SERVER['DOCUMENT_ROOT']."/db/test.db");
?>
works.
