Someone previously said that you cannot instantiate a .NET assembly from PHP if the assembly has not
been strongly named. This is not quite correct.
You can instantiate an assembly that is not strongly named, but you need to put it in a place where
PHP can find it.
Putting an assembly into the GAC is one way to allow any application to find it, including PHP.
.NET says that you must strongly-name an assembly before putting it into the GAC. So, if you want
to instantiate your assembly from the GAC using PHP, then you must strongly name it.
On the other hand if you don't want to bother with strong naming or the GAC, you can just copy
your assembly into the directory that contains php.exe.
