In case you run PHP through Apache under Windows. If PHP complains that it can't load php_mysql.dll but loads other modules the problem is libmysql.dll located at the PHP root directory. In my case PHP and Apache are installed under different drives and the solution I came to was to copy libmysql.dll into C:/WINDOWS/system32.
