note 16081 added to function.rand

I got a very very basic question about rand(). here is my code: <? $num = rand(2,4); echo $num; ?> but the php file always returns 4. i don't know why. ???? I tried the mt_rand(), it didn't work either. here is the url: http://128.174.50.18/wwwart/rand.php would you like to help me out?
