Correctly initializing all variables, this would become:
function implode_with_key($assoc, $inglue = '=', $outglue = '&'){
$return = '';
foreach ($assoc as $tk => $tv) {
$return = ($return != '' ? $return . $outglue : '') .
$tk . $inglue . $tv;
}
return $return;
}
Note, the return value is also well defined if $assoc is empty.
