note 16153 added to function.set-time-limit

My system is Redhat7.0 linux default complete install. And I found set_time_limit() and
max_execution_time not work.
My programme:
<?php
set_time_limit(5);
for ($i=1;$i<=10;$i++){
sleep(1);
echo $i,":";
}
?>
the result of run:
1:2:3:4:5:6:7:8:9:10
please tell me why?
