note 110218 added to function.iconv

Notice that iconv doesn't work for some of the Traditional Chinese characters(e.g. 裏, 廳) and some duplicate Traditional Chinese characters(e.g. Chinese slash ／ and Chinese ten 十), when do conversion from BIG5 to UTF-8, even if you use IGNORE or TRANSLIT options.
