While it's not a full debugger, the sourceforge debugobject project does allow for very clean
"instrumenting" of code for debugging and maintenance purposes.
It can be found here: sourceforge.net/projects/debugobject/
Basically,
you include the debug_object.php in your codebase
you leave lines of debug code in your project,
and then you can turn on a given scope of debugging (routine, class, namespace, file, multiple
routines, etc), and specify what level of debug output you want, and you will get JUST that output.
I've found it to be very simple to use, and very useful, and it includes a great structured
output routine for dumping output either to the error_log or to the screen that I also use outside
of permanent debugging code.
