There's a mistake in the PDO example. The line
$db->setAttribute(PDO::MYSQL_ATTR_USE_BUFFERED_QUERY, TRUE);
should read:
$db->setAttribute(PDO::MYSQL_ATTR_USE_BUFFERED_QUERY, FALSE);
