note 16206 rejected from function.stat by jimw

I tried stat() to get the last access time of file the code is following.
$fo=fopen("test.txt","r");
$s_array=stat($fo);
echo date("Ymd",$s_array[10]);
fclose($fo);
It return 19691231. I also tried with different file but it always return the same thing. WHere am I
wrong??
