I built PHP-5.4.9 for (Apache) HTTPD-2.4.3 following instructions until I got to directive:
6. Setup your php.ini
The default location for php.ini is /usr/local/etc, thus directive should read:
cp php.ini-development /usr/local/etc/php.ini
Best professional Regards (and thanks).
