A correct check to see if the CURLOPT_FOLLOWLOCATION can be used is

...
?>
or even

if(strlen(ini_get('open_basedir')) == 0 && ini_get('safe_mode') !=
'1')
...
?>
but not
<?php
if (ini_get('open_basedir') == '' && ini_get('safe_mode' ==
'Off'))
...
?>
