The statement in the documentation about the fact that "flock() uses mandatory locking instead
of advisory locking on Windows" is wrong.
Testing proves that on Windows XP, Vista, 7 and FreeBSD 8, 9 running Apache2.2.x with mod_PHP 5.4.x
flock() does NOT use mandatory locking.
This means that you must wrap not only writes, but also reads in flock() in all cases.
