The reason it depends upon what time it is is because some areas of the world observe a
"daylight saving" or "summer" time, where they adjust their clocks forward or
backward a bit during parts of the year. For example, in December, Los Angeles is 8 hours behind
UTC. In July, it's only 7 hours behind.
