note 16367 added to features.file-upload

I almost went crazy today trying to figure out why file uploading wasn't working on my computer (IIS 5, PHP 4.06). It reported 0 size and none tmp_filename. After 2 hours of php.ini and server settings modifications I noticed I used single quotes $HTTP_POST_FILES['userfile'] instead of double $HTTP_POST_FILES["userfile"]... (wouldn't it have to work either way??)
