note 112121 added to function.sqlite-udf-encode-binary

Embarassing as it is, I completely didn't realize that there IS an sqlite3 interface if you search for "sqlite3" as opposed to "sqlite". There is also a slight error in the example above, which causes the file fetched from the database to be empty.
