UTF-8 Title Case that works for me even with hyphens involved!
$str = 'ÄaaÄaa-AAAaaa, BBbb';
$str = mb_convert_case($str, MB_CASE_TITLE, "UTF-8");
echo($str): 'ÄaaÄaa-Aaaaaa, Bbbb'
