The shortest form would be the following.
It is minification of Rayan's solution.
And works in root as well as any subfolder.
You actually do not need the rewrite base.
Put these lines in your .htaccess
RewriteEngine On
RewriteRule ^(.+)\.html$ $1.php [L,QSA]
And now we assume that you do not have .html physical files.
They are rather the alias of the corresponding .php scripts only.
