note 113320 added to install.windows.apache2

I am using Windows 8 x64, running Apache 2.2 and php 5.4.20 I found that it is necessary to add System Environment Variable PHPRC=[PHP path], so that php.ini is loaded using your PHP path, instead of C:\Windows.
