If you want to use special nordic character in a mail() function,
then you must add extra header information about this. Try this (all on a single line):
mail("$to","$subject","$message","From: $from \nContent-Type:
text/plain; charset=iso-8859-1\nContent-Transfer-Encoding: 8bit");
