In case anyone else is having trouble:
using a web-server behind the pound load balancer, we found that trying to redirect to https://example.com for requests to http://example.com were getting into an infinite loop because pound,
by default, 'fixes' changes of protocol for you. You want to set RewriteLocation to 0 to
turn this behaviour off.
