System: Win2k, IIS5, PHP 4.0.6, Windows SMPT services
Problem: "CGI application misbehaved by not returning a complete set of HTTP
headers".
Additional Complication: Cc: and Bcc: don't forward messages accordingly.

Background: When using mail(), adding standard headers such as "Cc: John Doe
<jdoe@somewhere.net>\n" causes the system to complain that the cgi application misbehaved
(somebody really should discipline that application ;-).
Astute debuggers will have noticed
that changing "Cc:" to lowercase "cc:" alleviates that error message and
actually inserts the appropriate header. However, messages still aren't forwarded as required.

Unfortunately, the only workaround I know of is to create a loop in which every recipient
is a "To:" recipient.

Wish I could be of more help!
