Checked with version 5.5.12:
It works fine with filenames with utf-8 characters, pathinfo will strip them away:

print_r(pathinfo("/mnt/files/é£å
æ¨åå
è«.mp3"));
?>
.. will display:
Array
(
[dirname] => /mnt/files
[basename] => é£å
æ¨åå
è«.mp3
[extension] => mp3
[filename] => é£å
æ¨åå
