note 117180 added to install.problems.bugs

When I am running following code:
echo(int)((.1+.7)*10);
Out put : 7
Actual should be: 8
So can any body explain the logic behind this issue. Because its creating problem in one of my
financial application.
Note: Currently i am using PHP Version 5.3.29.
